The reimagining of the Inner Harbor isn’t just about physical redevelopment
It’s about processes, programming, and people creating and activating a place where community, culture, enterpreneurship, and ecosystems converge. Our vision is for a Harbor that serves residents and communities in Baltimore’s talent shed, fostering inclusion, collaboration, opportunity, and social connection.

Our hope is that with strong public engagement this transformation will unfold through a series of collaborative efforts, guided by priniciples of equity, sustainability, and authenticity.
Why This Platform Matters
This platform invites Baltimore residents, institutions, and stakeholders to participate in an ongoing, values-driven conversation about the Harbor’s redevelopment. While plans are emerging, we understand the process to be fluid and open for continuous input and reflection.
By documenting and sharing the journey, we are creating a space for public dialogue, transparency, and collaboration – a place where all voices are heard and contribute to the development of a truly inclusive and equitable harbor.
Our Story So Far
We’ve curated a collection of ideas, resources, and case studies from cities around the world, examining innovative strategies for waterfront development and community engagement. These resources, combined with community feedback, are continuously shaping our approach, as we imagine a space that reflects the needs and desires of the broader Baltimore community.

Terrell is a proud Baltimore native and versatile strategist dedicated to helping civic organizations forge meaningful connections with the communities they serve.
Sally J. Scott, Ph.D.
Sally is graduate program director of Community Leadership at UMBC, where she leads an interdisciplinary program that draws on the teaching and research strengths of UMBC.
Joby Taylor, Ph.D.
Joby co-leads The Shriver Center, UMBC’s hub for community engagement and public service. He has led the Peaceworker Fellows Program and more.
